Sprinkle soup mix into buttered casserole dish. Sprinkle rice over soup mix. Add pheasant pieces. Dilute soup with milk and pour over bird. Cover and bake in 350° oven for 1 hour. Uncover, sprinkle with onion rings. Cook 15 minutes more and serve.
